I want to surprise him but he is a very picky person. Any suggestions

Even if he's picky, just make or bake him something. Guys generally are impressed when a girl goes to all the trouble of making something especially for him! Or make dinner for him!

This is more of a do-it-yourself gift (initially) but has the potential of being one of those that keeps on giving.
Give him personally created "IOU Cards" that he can "cash" in to get what you've written on the card - things like "A long passionate kiss and ?", "A dinner at our special place", etc.
You know him best. These things could be anything (of a sexual nature or not) that you owe him thru these cards. Be imaginative and come up with all sorts of things he can "cash" in to get from you.
Find a suitable holder for the cards, spray some perfume on it and wrap it like any other gift.

Tickets to an event he is interested in or the movies.
A nice framed picture of the two of you from a special event. Reservations at his favorite restaurant for New Year's Eve.
A nice candle lit dinner for the two of you.
A round of golf at his favorite putting green.

How about lottery tickets.I bought some scratch off tickets one time for my Husband,the very picky person,and he won just 10 dollars at that time,but it was fun.

A gift card! That way he can buy something himself and save you the trouble trying to come up with something for him. If he doesn't like what he buys, that's his problem.

Um, this is so simple. Give him money. Everyone loves money and he can choose the store.(plus, cash doesn't expire like giftcards!)
