If you are gonna spend 200 bucks dont buy a 15 inch! They are obsolete!

If you want a good price and the ability to see the ratings from other people, you can use a service such as Pricegrabber, where you can search for items and find the best price. I did a search for 17" LCD (nice, light, crisp and clear to read) and sorted by price. If going by reviews, you may want to consider those which have more votes. Most of these monitors are under the $200 limit you have set. (Note that you can also sort by rating.) 17" CRT monitors, however, are much cheaper (if that's what you want) and they are very usable. what I suggest, is that you browse tigerdirect.com or newegg.com, find the monitors with the best specs in your price range, and read the customer reviews.

For not much more than $200 if you are willing to pay more and wait for a rebate, you can actually find 20" monitors. Pay attention to contrast (500:1, 600:1 or higher) Brightness (250 cd/m2 or higher) and response time (10ms or less) the response time should be as low as you can get and the contrast and Brightness should be high numbers.

Are you looking for a LCD monitor or a CRT monitor?

CRT monitors look like TVs and LCD's are thin and slim.

If you want to purchase a CRT monitor then I would buy locally otherwise shipping costs will be a lot.
If LCD has your fancy then go here and look around.

Check out Asus. Really good quality stuff for pretty cheap. Seriously, within 12 months, Asus will have taken over the world. Ok maybe not the world, but at least have a firm foot in the market.

DONT buy a 15-inch
you can easily get a 19 inch one for maybe 180, try newegg.com
