It's best to take her to the vet to rule out Mycoplasmosis. Myco starts with sudden, excessive sneezing and can lead to pnumonia if left untreated. Once the Myco has been ruled out then you can consider allergies. At this point I would just change the bedding to something else other then pine or cedar and see if that works. Note Carefresh has been reported to make a lot of rats sneeze.

It could be environmental, but rats are notorious for respiratory problems so best off to get him checked.

it could be the litter you use in the cage. dust from litter can casue them to sneeze and iritate thier lungs. clean thier cage at least once a week and look for "dustless" litter.
