Lots of fuss over the wheat board. It was originally set up as a sort of union to help small farmers compete on the world market by being part of a non-profit consortium. The gov't. mandated it in order to give it the size to get massive contracts. Eastern groin is actually a different market and doesn't have the same transport ties. In the past years the board HAS been elected but there still are no opting out provisions.

You are either joking or there is so sort of a catch? is this some sort of discrimination? There must be a reason! there must be an explanation or logic behind this rule.
