White spots on a windshield is either bird crap, paint or they are little chips in the glass. If chipped glass is the case you are out of luck. If you want them gone you may want to buy a new windshield.

I am assuming that they are water spots. Depending on how bad they are you can use 000 steel wool and glass cleaner to get them off. I have also had to use stainless steel razor blades to get them off. If this doesn't work some auto glass shops can get some water spot remover. It comes in a small container with a scrub pad. It's like a paste wax that you use to clean the windshield with the scrubber. Have fun, sometimes it is a big job.

SOS pads work good for getting stubborn stains off of windshield.
Now put Rain X on the winshield.
Now for the inside (or ourside too) I recommend you try this cleaning cloth (web site below) You have to buy in packages of 5 but they are only like $3 bucks a piece. I have order them and use them on every car that I detail at my detail shop, especially cleaning windows and clean mirrors and after waxing a car I will take this cloth and wipe the entire automobile down for a streak free finish.. They are made out of tiny fibers. They are guaranteed not to scratch (and they don't) and all you do is rinse the cloth under water, wring it out and wipe virtually any surface with no streaks or scratches. Use em over and over. I have not thrown one away yet!

Hi there, I do not know what type of white spot you are referring. However, I do know that if you have try so many matters and yet there is no result. The only solution is to change the windshield.
Otherwise you can use an old matter by using a soap and rub it against it. Remember use only when the windshield is dry. Use a liquid soap to apply on it and use a dry cloth or rug to rub it hard on it. Please try on a small portion first and see if it works.
