You might try craigslist in your area. You could also try ebay.
The balance will remain on the card if you make a purchase with less than the amount of the card.

Macy's does not give cash back if you make a purchase for an amount lower than the amount on your card. Rather, the otustanding balance will remain on your card, and your receipt will display your remaining balance. So, going in and buying something small will not solve your problem.
In fact, I think you would be hard pressed to find a retailer that will give you cash back on a gift card transaction. This is the reason why retailers like gift cards so much - they are guaranteeing the recipient will spend that money in their store - if they give you cash back, you won't spend that cash on their merchandise.
Your best bet would be to sell the gift card for cash, on ebay or similar. You may also want to talk to whoever gave it to you. Maybe they like to shop at Macy's, and would be willing to give you cash in exchange for the card. Good Luck!

The only way is to purchase something from the store that is less the amount of the gift card and get the rest in cash. Or you could apply it to your open account.

Nope. It's a one way game. People buy the cards, but never seem to spend every single cent. That's easy profit for the gift card industry.
