I would go like this:
Put on a little concealer here and there to cover up "blemishes" (if u have any). Preferably use an anti-acne kind.<< Neutrogena has a good one
Then maybe put a little powder over the concealer and over your nose/shiny places (Neutrogena also has a good light pimple fighting powder)
Next i would apply a little mascara (black if you have dark eyelashes, dark brown if u have light ones)
Use a large brush (not the baby kind that comes in the case) to apply a little blush to the apples of your cheeks and up below your temples.
Put on a little lipstick/gloss (and dap with a tissue) and you're done!
This is a great day-to-day makeup routine that keeps u looking fresh and pulled together, but at the same time does not look like you are wearing makeup (that is the goal of makeup-- something many poeple don't understand! The whole poinht is to bring out your natural features(enhance), not to look like u r wearing a mask!)
Just have fun and play around with it- you'll begin to get used to it and learn new tricks. Ask your friends for their tricks and tips, too.

i don't wear make up too often either, and i don't have much time to spend on applying make up. anyway, youre still young and its better to show your natural beauty. make ups should only enhance your looks, not change you totally. but since you want to know how to apply it, here are the basics:
clean your face thoroughly
apply a toner
apply concealers to problem spots
apply your foundation evenly(choose the one that suits your skin tone)
make sure that the concealers and foundations are well blended on your face, and it doesnt look too heavy
shape your brows using an eybrow pencil
choose the colors you want for your eyeshadow(choose lighter shades for daytime)
start by applying a base color to the eyes(lighter shade to cover the whole area)
apply a top color or 2
line your lids if you want
apply your eyeliner
apply masscara
shape your lips using a lipliner
apply your lipstick
apply your blush on (there are ways to shape the cheeks, but you can just always smile and tint your cheekbones)
apply a loose powder to seal your make up
some things you must remember when applying make up:
if you want to draw attention to your eyes, keep your blush on and lipstick color to a minimal. same with your cheeks and your lips. you cant highlight everything all at the same time. the others should only play the "supporting roles" =)
and dont overdo your shades, you wouldnt want to look like a clown.
pressed powder, masscara, blush on(if you want) and lip gloss or lipstick are the basics.

Hi there,
Since you are young I would say to skip any foundation (that's for old ladies and will make you look like you're wearing a mask and will probably make you break out) and to keep yourself looking young and fresh but still a bit done-up.
Basically what I do (and i'm 21 but no makeup overload)
-Wash face, tone, moisturize (I use Clinque 3-step)
-Apply any concealer where I need it if I have a zit or something ever
-Curl eyelashes. It makes your eyes look big and wide open.
-Apply mascara
-Apply lipgloss (Dior Ultragloss is great), or sheer lipstick... nothing heavy.
Keep in mind you really don't need more than that. Sometimes I wear a peach blush, but I find young girls don't need to wear a lot of makeup. People laugh at them and they look ridiculous.
If you like eyeshadow, stick to neutral colors. Shimmery colors are nice. The brand NARS (you can buy it on sephora.com) makes some really nice colors.
Eyeliner CAN look good but it's difficult to apply and unless you have a darker skintone (olive or darker) you'll probably end up looking trashy rather than grown-up or sophisticated, so i'd steer clear from it (at least stay away from black).

Do you mean steps as in what to put on first?
If thats the case, foundation first, then powder. You can do eyeliner either after or before eyeshadow, but mascara should be last on the eyes.

first you want to clean your face. then moisturize. preferably with a SPF. The apply concealer on your blemishes. you can check the color of the foundation on your jaw line. it should blend in perfectly. mascara next. eye shadow and then blush. and only wear enough makeup to make it look like your not wearing any!

I'm a guy, so i dont know much about make ups. But from my point of view, make ups are just accesories to make thing pretier. So if you feel u are pretty enough just apply foundation and lipstick which suits ur tone, thats enough. Natural beauty is the best. Be urself. Who knows you might get the best guy in your town. :)
