Not all universities look at SAT scores, so I would say your ACT score is "better" because all universities look at the ACT. And 23 is a good score. It will get you into most universities.

I dIdn't take the SAT when I was in high school but I heard that 1800 is a pretty good score. However, I did take the ACT and I know that 23 is a good score it falls into the traditional category of most schools.
