Unfortunately you usually cannot do programming development without either downloading or buying software. However, depending on what type of computer you use, you may already have software for programming development on there. If you don't and don't want to download or buy software you will just have to borrow a book on learning programming and use a text editor. However unless you get some sort of compiler you will not be able to run your programs.

I'm 12 here, not too far off, but it's impossible to do that. A suggested answer would be buying C++ for Dummies, it has some free software, but the book is 25 bucks.
