Saying you can stay for 1 year is misleading. You can stay for 1 year BUT you must extend your visa every 60 days. If you don't you'll have to pay a fine and risk been deported and black listed...
After your 1 year is up, you will have to leave the country and come back after a day or two. You have another year before you'll have to leave again.

you get a 21 day visa for free when you enter...then every 59 days you have to renew your visa this costs about $40 each time then at the end of 1 year (12 months) you have to leave the country for 3 days...I just go to Hong Kong via Cebu pacific since it is only $200 round trip..LOL

You can stay 21days from when you arrive. It is possible to get an extension of 59 days.Costs about $40. You can keep getting 59 day extensions up to one year then you have to leave the Philippines for 1 day.

Oneiloilo has got it right, every one else has no idea.
Any national who is capable of arriving in this country and receiving a 21 day visa can stay here for a year by extending his visa every 2 months, I suggest a reputable travel agency such as Swagman Travel on Flores st. Ermita. They have looked after my passport for 14 years and I pay 300usd a year for the privilege of living here, and that includes the ECC (exit clearance required after a stay of 6 months or more) which you need to arrange within 10 days of your intended departure date.
It's one of the most welcoming countries in the world and very easy to live in, just don't piss off the locals, including your girlfriend!!!!!!!

Upon entering the Philippines you will be given a 21 days visa. Just prepare your exit/outward ticket in case immigration officer will look for it.

foreign visitors are allowed 21 days upon arrival in the Philippines then we can process your visa waiver for another 30 days. then visa extension for succeeding months up to 6 months. on the 7th months, exit clearance need to process together with the extension for another months if you still want to stay

1 year if you get stamped as balikbayan US citizen...
