You could be talking about a lot of work and/or repainting. The smoke stains should come off with a solution of TSP (tri-sodium-phosphate). Try it with rubber gloves and a scrubby sponge and add it to warm water. The oil residue may be a worse problem, requiring more elbow grease or possibly a grease remover. Re- wash with the TSP and let dry. Your wall should now be clean and may need painting if the smoke has penetrated the paint. Now is the time to consider a better quality paint with at least a satin finish if not a gloss finish. Flat paint does not clean well but is often the favorite of landlords as it is cheap, until it is time to clean and re-paint.

Go to hardware store and ask for
TSP cleaning powder
make sure to use rubber gloves
Trisodium phosphate

Trisodium phosphate (TSP), available at most hardware stores in white powder form, is a cleaning agent and degreaser, commonly used to prepare household surfaces for painting. It can also be called trisodium orthophosphate and has the chemical formula Na3PO4. It is a highly water-soluble ionic salt. Solutions of it dissolved in water have an alkaline pH.
