Rather than establishing a blanket rule, each situation is judged on its own merits.
As an example: A request for financial assistance such as a scholarship. If there was a general rule, it might say that scholarships were available to any student whose family income was less than $35,000. If it was a case by case situation, other factors involved would be considered, such as the size of the family, any extenuating circumstances such as disabilities, minority or immigrant status, health, etc. So in our hypothetical situation, we could consider whether an only child whose single parent earned $35,000 a year but had a trust fund of $1,000,000 was as worthy of assistance as a child with 3 other siblings whose mother made $35,000 but whose father had serious medical issues that were giving the family a huge debt in medical bills. Same income, different scenarios. In a case by case situation, weight would probably be given to the second family, whose needs would probably be judged as greater than the first family's.

It means that each individual set of circumstances will decide a course of action.
IE: We decide which hair color looks best for each individual woman after examining her skin tone, rather than just dyeing everyone's hair red.
