Ghetto sledding, if you've got snow. It's where you have to make a homemade sled, no rules except the items to make the sled need to be stolen or abandoned. They can't come from your house or be a real sled. Fastest "sled" wins.
Cow tipping
Snowball fights
Cross town Capture the Flag - Divide your town in half, two teams, if you have cars, they need to be tagged and you can capture people with them. Flag needs to be in plain site but can be in the woods. Maps must be provided (or you'll be out there all night)

Play cards - any type of cards.
Everyone has old crayons - so get some paper and draw pictures of each other.
Play a game - what would you be if you had all the money in the world - besides rich?
Use creativity - see who remembers the most people who moved away, and where do you think they are today? - try to remember if you ever moved, and describe that place to someone.

Go sledding in someone's backyard. Have a movie day/night in which you watch movies that you all already own. Have a snowball fight. Play games inside...pool, boardgames, Xbox, whatever. As long as you're with your friends it should be fun.

my friends and i go people watching find a furiture store preferably in a mall sit in the window display and make up stories on conversations and people you see coffee shops or bookstores work too

Have an Ice Ball Fight. I used to play that with my friends when we got really really bored. Sounds really stupid to do but really fun!!

WELL IN MY OPINION YOU DON'T HAVE TO BE A KID TO HAVE FUN.
YOU COULD TRY TOBOGGANING, ICE SKATING, SKYING, SNOW MACHINING, ICE FISHING,
YOU COULD CUT A LARGE HOLE IN THE ICE, AND BUILD AN OUTSIDE SAUNA, GET HOT IN THE SAUNA ,AND JUMP IN THE WATER ITS AWESOME.
BUILD SNOWMEN AND PAINT THEM AND GIVE OUT PRIZES TO THE BEST.
ECT JUST USE YOUR IMAGINATION.
THE POSSIBILITIES ARE ENDLESS.
