I think i heard that ! I love that show and I have NO kids that watch it!

Phil and Lil are voiced by Kath Soucie, who also does the voice of their mother Betty (Firesign Theater's Philip Proctor voices their father Howard).

So, yes.

Yep all done by the wonderful Kath Soucie she also did their mom
