would the remaining percent be 28.6 for the oxide and i have no idea waht to do next

Divide 28.6 by the Ar of oxygen (16) and 71.4 by the Ar of bromine (80).

The ratio between the two numbers you now get, scaled up or down to whole numbers, will give you the formula of the compound.
