Why r regular bettas bigger than the c.tail ones?

They shouldn't be any bigger - they are all the same thing, just different tails variations.
Possibly, the strain you see is just smaller, or younger, or looks smaller compared to the big tails.

There shouldn't be any difference in size based on tail type. It's likely that you've simply seen older "regular" betta's than the crowntail fish that you've seen.

There is a type of plakat (short tail Betta) that carries the so-call giant genes. They tend to grow slight larger to about about 2" (head and body only).

It depends on the fish and what you feed them. My crowntail female was the same size as any other. She may actually have been bigger.
