This is called an Escrow Service. Be aware that most online escrow services are run by scammers. Be especially wary if someone you are dealing with suggests a particular escrow service. He is usually affiliated with it and will keep your money and whatever you thought you were buying.

The postal service does this. It's called C.O.D. or Cash on Delivery.

A person orders an item from a seller on COD terms, the seller pays the post office not to deliver the item unless a specific amount of money is paid first to the mail carrier and then, once paid the buyer receives the item. The postal service then sends the seller the money.

I thought I got a job with one called "expert delivery" but they slowed down the shipping by longer than 2 weeks and charged unreasonable fees.

I presume you are talking about E-Bay, which has become a huge success as a medium for sales of just about anything imaginable. PayPal is a conduit for payments.
