I've used paypal for years and never had a problem. There are no fees if he has a basic account.
The money will transfer instantly to his account if you have money already in your paypal account. If you don't it will take three of four days to complete a money transfer.
Since you're in another country and you didn't state which one, you need to go to the PayPal website and see if there are fees for transferring money out of your country. You'll also have to look there to see if there is a transaction limit for your country.
Tell him to get a Paypal debit card when he opens his account that way he can use the money right away at businesses that accept Mastercard instead of waiting for the money to transfer into his bank account which will take another 3 to 4 days.
Finally, Paypal is now working more like a bank itself offering an interest rate of 5.3% as of today, which is way better than just about any bank out there. You may not be able to earn the interest where you are but your son will be able to. Tell him to convert his PayPal account to a money market account and he'll earn interest on the money.
