It depends on what your talking about. If your talking about lyrical intelligence and skill then its Eminem. There has never been a rapper that could rap about family issues and just because of his lyric skill and deepness of his words be the top selling artist of the 21st century. The only person to ever compare to eminem would be Tupac, and thats only because his lyrics were deep also. Tupac and Eminem were alike in they both has deep lyrics that had meaning. If anyone disagrees, listen to any of eminems CD's and break down the lyrics and you will be amazed of the things he says. No one will ever compare to this mans lyrical style, or skill. If your talking about how much of a gangster or how big a drug dealer then no it wouldn't be eminem. But the best lyrical rapper ever will always be Eminem.

The best rapper of all time was 2pac shakur. his music had meaning and he was very passionate about it.
not like the talentless rappers out there now...only thing they know how to do is turn food into sexual reference. "chicken noodle soup, laffy taffy, etc." biggy was also a great rapper.
no one will ever live up to them.

Wow, big question. I honestly dont know. Tupac is one, Biggie is another. Kanye West, MC Lyte, Lil Kim, Foxy Brown, Eve, Remy Martin, Shawnna, Queen Latifah, Common, Talib Kwali, Mos Def, Nas, Lauryn Hill, Left Eye (TLC)...
