your anti-lock brakes are not functioning properly, they shouldn't be doing that...you need to have it looked at in order to determine how to fix it. it could be the rotors, or really worn brake pads, or the electronics behind the wiring of the brakes.
be careful & good luck!

Factors-a-plenty.

Most obvious that comes to mind first is ABS. But it doesn't seem like it here. When's the last time your brakes were serviced? They could be seizing up every time they're applied and jolt loose in given time. How are your tires? If the tread is way down low, they won't get any traction at all and can easily cause the slightest of brake application to lock up.

Is it all wheels that lock up? Check the return springs on drum brakes. Faulty Preportioning valve could explain rear wheels locking up.

I'm guessing this is an older car and doesn't have abs. and it's your rear wheels that or locking up? In the brake line going to the rear brakes is brake limiting valve which restricts the hydraulic pressure applied to the rear brakes to reduce the tendency for the rear brakes to lock up when the car is lightly loaded. If this valve is not working as it should then you get brake locking as you describe If it happens to be a front wheel that is locking up then you have real problems and my advice would be to not drive the car until repairs have been undertaken

Take you car to a shop and all the pads or shoes. Resurface the rotors and drums. Check for sticking calipers, pistons, wheel cylinders, missing or broken return springs or anything that would keep the brakes from releasing or working properly.

Locked up wheels can get you in a wreck.

It appears that you have glazed pads or shoes. This is caused by overheating your brakes (either by driving too hard or faulty brakes). You can try to sand down the pads, shoes, rotors or drums to get rid of the glazed surface or replace them.

Do yourself and others a favor, have them checked out so you don't have an accident and hurt yourself or someone else.
