Ok, all you children lovers will be upset, but I'm posting anyway.
My husband and I have a NYE party every year. It is an open house from 6pm until whenever. We invite LOTS of people, even though the house is small. Some our friends have kids (we do not) I would LOVE not to have them, but I know it is hard to get a sitter that day. I have let the kids come in the past. Last year some of these DARLINGS broke the bathroom sliding door and spilled SEVERAL things on my carpet. They will be attending this year I'm afraid. How do I tell the parents (who seem to be oblivious to their beloved children) to watch the kids without sounding like a *****?

Maybe try wording it something like, "Knowing how exciting the holidays are for children and how curious they can be, and wanting to keep the children safe from harm, when bringing your children with you to share the joys of New Year's Eve, we ask you keep a close eye on the little ones. Your attention to the small little details will help make the evening a joyous occasion for us all. Thank you and Sincerely...."

Either that, or just explain it is an adult night out.

I think that's a great idea, if at all possible, could you limit the kids to a certain area? Or certain drinks (like nothing that will stain the carpeting) or something?

Some parents are oblivious to what their kids get up to as soon as they start socialising. But as host, you do need to tell them if their kids are getting out of hand. It's their responsibility to watch their kids, but yours to point out where they are falling down on the job, and/or to set the ground rules with the kids.

I say this as a parent who can sometimes get involved in a conversation and am relying on other parents/grown ups to set my kid straight if they're doing something wrong.

Maybe you could set up a kids area in the house, and somehow talk a parent or find a babysitter into looking after that area?

well you have every right. let them you have a rule for kids, no food or drink in the carpeted areas. and serve non staining drinks to the kids, and sugar free. the kids do not need sugar on that night.

One solution would be to hire a babysitter yourself to keep any kids that are dragged along in one room and entertained. Don't let it be known ahead of time as people will then see the party as free babysitting service. Just do it.

Make it adults only. Parents can either hire a proper sitter or stay home. You don't have to allow anyone to trash your home.
