It means just that, when two are in armed conflict in a battle it is the act of war. And in the scripture it says that as well.
There is a no fault, if both sides are playing fair.
War is a place where no one can actually be confident that they are right or wrong it is just survival. Let the bodies fall and let G-D sort them out.

I always interpreted it to mean that you can get as kind or as nasty as you want in both a loving relationship and when dealing with an enemy.
The reciprocal of that is that if you are in love you are more vulnerable to the kind and the nasty.

Well, I guess love doesn't choose,, tall,skinny, fat short ,ugly, pretty, beautifull ,handsome.goes to love, and the army needs these too to go war.
