First of all, you'll get better answers if you at least give an age range. You could be a thirty year old or a middle schooler for all we know, ya know!
The internet is one option, just don't give out super personal information and don't go meet people alone or travel long distances to meet them.
School is a prime place to meet people. Whether you're in 6th grade or college, places like the library or at lunch even classmates make good ppl to relate to.
Family members also could know interesting people, hit up siblings or cousins.
At work if you're old enough you might meet an interesting customer or a fellow coworker who works the same shift as you!
on top of this already lengthy answer, be open minded to others; variety is the spice of life and don't close yourself to new opprotunities.

Well...this is not the place. People tend to lie on the internet, so not the place to meet real friends.
I would look for clubs in your area that have activities you enjoy and join.

first you let people know how old ya are. But if your interested in people around you and are 18, you can go on date web sites and just let people know that your looking for a friend

I meet people at the office(it's a rather large building) and at the gym. Depends on how old you are.
