The Export command in iPhoto will allow you to scale your photo to any size you want. It will not interpolate or change ppi though. Get photoshop elements if you really need too.

You can get Photo Impressions that is a really good Photo shop I love it, I use I photo, cause i have no time to resize, I need to get backk into using photo impressions when you start using that program you cannot stop it has so many things to do in there, you will really like it.

Get yourself Photoshop. It's the best photo editing program out there. Also, if you just double-click the picture you want to see, it'll open up the Preview program, which I believe resizes pictures, too.
