He would definitely have been better than his brother, but that's not saying much. I was not really anti-Jeb, but his incessent meddling in the Terri Schiavo case left a real bad taste in my mouth. It was none of his f'n business.

Yes and no. At least he admits (sort of) there is a problem, of course it has taken 300 young peoples lives before it got his attention.
