Ok here is you no nonsense guide to virus recovery
First of all yes you have a virus. So you have to ask yourself a question. "How important is the stuff on my computer?"
If the answer is "very important” then you have 2 options.
1) Buy an anti-virus and try to remove the virus yourself
This will cost you $20-$50 depending on the antivirus.
I recommend Norton or system mechanic. However, if
the virus is especially nasty this is not guarantee that
this will work because you usually need to run the
update for the anti virus to work effectively
2) Take it to a professional
There are a lot of companies that will at least look at the
computer for free. They will tell you what is wrong and
then quote you a price. This will be the most expensive
method for fixing the computer but also the best. This
will guarantee that your virus will be gone and that you
will not have lost any important date from your
computer.
If the answer is "not very important" then you have 2 additional options
1) Run the system restore
If you have a pre-built system (example: HP, Compaq, e-
machine. dell) then your computer should have come
with a disk called a "system restore", "emergency
recovery", or something similar (it may even be several
disks). Running this disk will erase all information from
the computer (virus included) and reinstall all the original
software. Basically your computer will be returned to
the condition it was when it first came out of the box.
For a Virus I would HIGHLY recommend this method.
Its free and guarantees that the virus will be gone.
2) Get a New Computer
You would be surprised how cheap a lot of computers
can be. depending on the age of your current
computer you may be able to get an even better one for
only around $500.

Yes, unfortunately your computer has a virus. I would recommend buying McAfee Antivirus suite at walmart for about 20-30 bucks. My computer has a virus on it right now that makes myt screen constantly flicker and it's driving me nuts. I'm waiting for an update from McAfee to fix it. Also if you already have an anti virus, go to the website and manually download the updates, because some viruses prevent your computer from updating much needed things. Best of luck to you.
[If system restore doesn't work, you should try reformatting]

It sounds like you are booting into safemode, if so and you have a USB mouse - the mouse won't work. Do the words safe mode appear in all 4 corners of the screen?
It might just be a hardware conflict or a bad driver.

Do a system restore. Go to start and click, go to all programs and click, go to accessories and click system tools, and click system restore. Open and go to restore computer to earlier date and click next. There will be a calendar. Click an earlier date at least 2 or 3 days earlier or when you think before the problem started. Click the date. Finish the proceedure, and your computer will restart itself. This will undo anything that has happened to the computer if it isn`t a virus.

1) Try using SYSTEM RESTORE......... I think it can be found at
START > Run > MsConfig
2) Make sure the PC isn't stuck in safemode
3) In future (assuming you don't already), install Anti-Virus software, such as "Avira AntiVir PersonalEdition Classic" from http://www.free-av.com
If system restore fails, and it isn't stuck in safe-mode, and you're absolutely sure it's a virus........ the next plan of attack requires removing the hard drive from the PC, and attaching it as a SLAVE / Secondary HDD on a friends computer with up-to-date Anti-Virus software, and doing an anti-virus scan on there to disinfect it (or get a computer repair shop to do it).

First of all, you have WindowsME
Then you said ACER
And finally it fell.
So you need to do something, like get a copy of WindowsXP and start over.
