I was at the graveyard putting flowers on my dads grave and a woman was stealing flowers. My mother put a small christmas tree on it and she got it. What should I do I called the police and they told me we have to catch her doing it. I know where she put the tree its on her sons grave.

You could go and get it back. If you know when she is there you could take a video of her taking it again.
I would THINK about approaching her (I would have to have seen her to know whether I would do this that I am about to suggest):
Sometimes people don't have any money and they really don't mean any harm. (Other times it is for spite!)
You could put something else on her son's grave when you take the tree your Mom put out.
It all depends on the attitude you want to take - revenge or investigative.
Also, you could let the people in charge of the cemetary be aware of what is going on. They might have some suggestions for you, too.
