Shakespeare set a precedent with other of his historical works for naming them after the prime motivators of the plays even though the characters often died in before the play was over.
In the case of Julius Caesar the events of the play were all driven by Caesar's life and subsequent death despite the fact that he was killed half way through. If you look at the play in two parts, the title makes perfect sense: consider the first half of the play as the life of Julius Caesar, his ascension, his works, his history, his relationships; this of course all sets up the second part of the play, which should be looked at as the consequences of his death.
Caesar was the single most important and influential figure of his time, though other leaders had died during his time, only his life was important enough to plunge the entire Roman empire into civil war.
