The CD must be a CD-RW. The W is important.
Insert the CD into the burn drive, open My Computer, right clk on the burn drive and choose Format.
The CD will be blank when done. (just a minute or so)

You can also erase from your burn program.

There are writable and re-writable CDs. If your CD is re-writable, you can erase the contents in it. Otherwise, a writable CD cannot be erased.

Example of non-erasable CDs: Audio CDs and Software CDs

To erase a re-writable CD, insert your CD in the CD tray > Launch your preferred disc writing/rewriting software (Nero or Roxio) > Select Erase CD > Done!

just a plain CD? you cant, they are there forever, how about burning a new one without the songs you dont want.

Unless it's a CD-RW you can't. CD-R's are record only, RW means rewritable.
