you first change 1 1/2 to a improper fraction, 3/2 then you use 3 divided by 2 which will give you the decimal which in this case is 1.5.
Or you could do 1 is already a whole is it's 1.something, and 1/2 you know is 0.50 so just add those 2 together and you get1.50! Wasn't that easy?? =D XD If you wanna change that to a percent then just simply multiply for 100.

1=1 whole and 1/2=.5 becuz 1/2 of 100 is 50 but in decimals, you can take off the zero at the end. then 1+.5=1.5

You would change the fraction in to a decimal the same way you would a normal fraction except you would first have to change it to an improper fraction (this is from your example) 3/2 then you would simply divide the nominator(top) by the denominator(bottom) 3divided by 2= 1.5

pretty much the 1st # comes b4 the decimal point. and then u take the fraction and put it into decimal form. if u don't know wut it is u can set it up a a division problem. with the top # inside and the bottom # outside. it's pretty simple once u get the hang of it
