You sound a little unsure so let me help you with your question.
First, whether he is your bf or even your husband, don't let anyone tell you what their action is supposed to do for you. You are the only one who really knows how it makes you feel. Maybe it does relax you because it manually stimulates your clitoris, and you start getting moist and it helps with him entering you. More likely it is just a prelude or foreplay to the consumation of sex. Manual stimulation can be sensual, but if you are not in the mood it woundn't do anything but cause you tension. Just make sure his fingers are clean before he does this and that his fingernails arent sharp!!!!!!!! I am not a doctor, so I dont have a medical answer to this, but I think it is all up to you. If it relaxes you then yes it works, if it makes you more tense then tell him to stop.
