That is because it is part of XP, not a separate program.
In add/remove, click on the Windows Components on the left, pick it from that list.

Why would you want to?If you want internet explorer 7 just upgrade online.If you dont like it you can always go back to 6 like I did.IE 7 is made for the upcoming Windows Vista OS but will also work for XP,but I didnt care for it.

You can't uninstall I.E. 6 from Windows XP, as that is the base version that came with Windows XP.

You cannot, as explorer.exe is part of it, and that is used to run everything in windows. (like when you click my computer or control panel, it uses internet explorer in a way)

Try using your xp installation disk, I believe you can do it using this. If not check microsoft.com
