a. inspecting and licensing restaurants. i know this because my mother ran a restaurant for 8 years and i worked for the state and learned a lot about their programs and protocol.

I'd have to say B because a city just doesn't say "hey why not a Mickey D's here?" Hope I helped. I learned about this last year.

A - state inspectors & license
That way they may be impartial and work for the state, and possible collusion may be minimized. At least that's the intent.
