Are they old enough to decipher the motives of "War Presidents" against countries that have done the US no harm?

NO! They have had no chance to live life, to experience the joys of the world that come with age.

Yes, of course. The very reason to SEND 18 yr olds to war is that they tend to follow orders rather than think about them. Armies cannot win if the individual soldier tries to "decipher" the motives. That is why no one drafts 35 yr olds, who can think for themselves and assess risk factors.
The big question is: should congress interfere with the way professional soldiers conduct war?

I don't think that anyone, regardless of age, can decipher the motives of this "war president" against a country that has done the U.S. no harm.

no they shouldn't.
they can't even legally drink.
you should be required to be at least 21 to go to war.
