I have a CD Drive (CD-RW/DVD Combo Drive) in my computer. But my computer case came with a cool plastic for it (the flappy kind). So how do i take the plastic off? Included is a picture of the Cd Drive, and the new plastic i want on it.

You may or may not be able to do this, depending on the drive. Remove the CD drive, and if you're lucky you'll see that the front "plastic" of the CD drive has clips on the side and can be removed and replaced. Otherwise, you can't do this.

p.s the "plastic" is called a faceplate

The plastic is to prevent scratches during shipping. It's not for look. Just remove the plastic by hand.
