I am not sure that you could call it a state agency. The states goals are not decided by a single agency, but if they were it would be the legislature. A bill, by law a single stand-alone piece of legislation, is introduced by a state legislator. He or she must find someone to second the plan, or also stand up and support it. The bill would then be discussed and voted into law or policy or whatever is being sought or voted down. basically that is how it is supposed to work under the laws of the state I live in but more and more seperate state agencies and the courts are just implementing policies of their own and forcing us to follow them out of fear of prosecution. In the case of judges and the courts, they do not fear repurcussions on these blatant abuses of power as they are the very people WE go to when we need to redress these abuses. In other words, a judge, perhaps the same one that made an unjust and unlawful decision that negativelly affects your life, is in many cases the same judge you would have to go before to plead your case, and that judge is not going to provide you or I any justice or protection.

What is the agency through which a state works to accomplish its goals?
What is the behavior though which a person works to accomplish his/her goals?

These are equally reasonable questions.
