My ex-wife has custody of then and because of legal reasons we decided not to have any contact between the two of us, but does that give me the right to be able to send the dogs new collars and treats for Christmas?

I can't see what's wrong with that. The dogs probably wouldn't care one way or the other, but they love treats. Your ex might think you're trying to get back in her good graces, but other than that, unless there's some legal reason to prevent it, I think you're okay playing Santa to the pooches. The dogs dont care. Why not donate the money to a children's charity surely they could put it to better use than some already over indulged dogs.
