i think you should go for the smokey look. not too dark as you are fair skined. try out a mushroom/brown (not too dark though)
I'd advise you to start from the bottom of your eyelid and work the shadow out to give the smoky effect. even better if if already know how to do this or you have a makeup mag with gives you instructions!
I have brown hair with green eyes and i like to also use a brown, a magenta pink colour and also natural colours like a pearly white . also try these colours as these colours tend to bring out my eye colour and will for you too!

Purple is for dark colored eyes. Almay came out with a line that was just for a certain color of eyes. You can choose whether you want to have the eyes bold or just a light background.

Brown is a great color for blue eyes, it intensifies the blue and makes them "pop". I don't think purple would be the best with your skin/eye coloring, although a mauve-ish color could work great.

Light grey or shimmering light blue all over the eyelid. Then darker shadow/Grey or charchol is best on the lower outer lid. Finish off with Grey or charchol eyeliner. Only on the upper and lower outer rims of eyes and finish with soft black mascara.

it actually depends on what color blue your eyes are as to whether or not purple is the best color for them. if your eyes are blue-green, blue-hazel, or blue-green-hazel (like mine) than purple is a very good color for them and it accents them and makes them look lively. if ur eyes are pure blue, no matter what shade, purple will look goofy on them. and blue-gray eyes look best in golds, whites, and other natural shades. pure blues eyes look good in greens, browns, whites, and golds.

no no no not purple
u need to acentuate ur eyes, not look like u just got into a punch up... my g/f has blu eyes and she wears this really semi dark gry/blu eye shadow and with a thin brush draws her upper eyelid with a light blu shadow which stays on longer... dont go for black eyeliner that will make ur eyes look small, go for blak/brown and if u have a white eye pencil apply that to ur corner of ur eyes to make them look open and not tiered

Mix it up a bit.Green, blue, purple, brown, etc.
But be subtle, or you will look not just goofy, but trampy.
