When you are hired personnel should have given you a statement with: starting date, starting time, quiting time, number of days per week, starting salary (hourly, weekly, bi-weekly, semi-monthly, monthly). A company can reduced the number of hours and hourly rate if they can proof that they are having financial problems. They can not hire you and state that you will start at $10..00 per hour, and two months later pay $8.00 per hour. What some larger companies do is change their payroll schedule. It might look like you are being paid less, but if you figure it out, you are not. If you work 8 hours per day, five days per week = 2080 per year; leap year 2088 hours per year. Asked your payroll clerk to expand to you what your hourly rate was when you started with the company. Then have her/him to show you what hourly rate that you are getting now. If they can not expand this to you, contact the department of employment or the labor department if you think that something is fishy. I worked for Los Angeles Unified School District and we had thirteen different pay schedules. If a teacher went from one school to another school that was on a different pay schedule (year round, concept 6, traditional, etc., the phone would ring off the hook with questions. Teachers are guaranteed annual salaries and not monthly salaries.

I think so.
Unless you are under contract or have something in writing, an employer can pretty much pay you as much (or as little) as they damn well please. Assuming it is a least minimum wage with the appropriate overtime, etc.
Now, if he doesn't pay you on time, that's another story.
Try calling the labor board for a definite answer.
And start looking for a new job.
