In addition to your own business cards, ask your family and friends and everyone you've ever done business with to make referrals for you. You might even consider (depending on what you do) giving people who give you business by referrals some sort of discount on your product or service.
And most importantly, make sure that you provide top-notch customer service and make people feel like they're really getting a good product or service for their money. If you do that, the referrals will come naturally.

Set up a personal Website, be sure to include good metatabs. You can also advertise your wares on www.craigslist.com. You can set up an online store on EBAY (Not Free). You can always make flyers and post them in the target demographic areas, Libraries, Malls and Daycare centers.
Word of mouth. Provide free services to some Socialite and hope they Blabb.

Have you tried writing a press release and submitting it to http://www.prweb.com? This is a real good no cost start to getting traffic or to advertise your new business.
Also, place free classified ads to the many ad sites available - this will deliver quality leads to your site or business.

One of the easiest and cheapest things you can do is print up some nice looking business cards, and start spreading them around!
Give a card to EVERYONE you meet. Let them know that you've started a new business, and hand them a card.

pegeler is right. pay a bill send a card. EVERY TIME each month send it in. Go to relaited sites and see if they have online free advertising.
go to the search engines and you may get on for pennies per month. Even a penny per click so to speak
