Is your question that you quit before they fired you? Go to the department of employment and file your claim. They will send an inquire to your employer, based on the situation you have nothing to loose.
I quit a job one time because the working conditions were making me sick to my stomach. People told me that the company would deny my claim and I would get nothing. I filed a claim and I stayed that the working conditions were not suitable for me to stay well to come to work everyday. I was penial two weeks, and then I started to receive unemployment benefits. I had to go to class everyday at the employment office to improve my skills. They had companies that would hire us after we completed the six week class.
You never know until you try.

I think it depends on what you mean by "voluntary layoff"...

If you voluntarily laid yourself off (ie: quit) then no, you do not get unemployment benefits.

If the company voluntarily laid you off (end of contract or season or let you go as no fault of your own) then yes, you can.
