Your duct system may need to be cleaned. Have you ever had it done?

I assume that the ductwork is in the attic. Most likely, there is a leak in a duct, which will allow the surrounding air to infiltrate into the system and be distributed throughout the house.

Call a professional to determine where the leak is and remedy.

Your condenser coils are dirty and need cleaned. You need coil cleaner to do this. Do not use bleach as it will destroy the aluminum fins on the coils.
You can only purchase the coil cleaner at a HVAC store.
I would recommend calling in a pro as you could cause other damage but if you insist on doing it your self, read all lables and ask for recommendations at the store.
