The fan is part of the rotor and not sold seperately even if it would come apart. Any thoughts on the type of epoxy to use? It is a plastic material. The fins are intact, only the mounting points (2) failed.

Check at a small engine repair shop for a used part. eBay often has used generator rotors available. I expect any glue or epoxy would not last very long. It will unbalance the rotor causing a vibration which will shake the repair apart in short order.

I'm not sure if an epoxy would hold but certainly worth a try, I'm not sure when to purchase it but I do know of an epoxy that would probably do the trick. It is a two part epoxy called (Two-part TRA-BOND 2170T). Like I already mentioned, not sure where to purchase it but if you can get some I think you would get good results. Good luck...

JB weld is the best two-part epoxy that I have ever found. It can be purchased at any parts supply house. If JB weld does not hold it, it cannot be fixed.
