100 meters is the max limit for bluetooth omnirange to prevent radio congestion. Wouldnt focusing it further in a certain direction make the signal 5 times as strong and thus illegal?

nope...radio communications do not function like that. there are plenty of reason why class 1 is limited to 100 meters. the fact that it is in the unlicensed 2.4 GHz band is just one of them...

no its not..........u can use satellite too,.
