No, there can never be a best answer. There may be a right answer, but it is not the best. Consider a mathematician asking the question: What does 2+2 equal? Let's say that this mathematician is the first to consider this question. He will think and say, "Hmmm. I think it may be five." He would, of course, be wrong. But if he continued to think it over he would say, "Ah. That is not so. The answer is actually four since when I put two rocks with another two rocks there are four." This is the correct answer, but not the best. If the mathematician had not thought about the first answer he would not have arrived at the correct one. This, I think, is more applicable to thought provoking and difficult questions, but the example was the best I could think up.

Well it depends on the question.
"Should I feed my dog Arsenic?"
Bad Answer - Yes
Best Answer - No
In the Philosophy and Theology category there really is no Best Answer that everyone will agree on. However the person asking the question may find one better over another. So in that sense... Yes.

Some 'Loaded Questions' such as have you stopped beating your wife - Yes or No are both bad.
Or if in general - there can be no best answer (for everyone) its just the one you prefer.
Only questions of a mathematical nature will have a 'Pure' best answer and then that would require only one correct answer to be given.

Well, since a best answer is relative to the answers near it, I'd say yes. Unless of course there are no answers. But sometimes no answer is the best answer. So, that no might still be a yes.

There can be many solutions to a problem. The best answer is the one you choose. You can decide not to choose, and leave it to a vote. It may not then be the best answer to your particular question, it will then be the answer which is voted in.
You could decide to delete the question. In this case there is no best answer.

sometimes your need for a answer to a question it could be negative and the best answer is a logical and sounds good too you even if there are bits missed out but your brain is the best sorter in this world and if it works out incorrect then you have sorted that out and the question remains. pen and paper are not as good as daydreaming and working it out and then put it to paper

When answering a question there are many angles to observe. So observe... all the answers will be different. You can't always choose a best, unless you've got yourself a yes or no question.

some depend on circumstance and need qualifying others are just too hard!
