It is a psychological ploy to encourage everybody to design their own avatar and so become more a part of the community and access yahoo answers more often. This loyalty will mean yahoo get more hits and will be able to charge more to their advertisers.
Also users will be less likely to abscond to another provider who is currently trying to raise its game.
They chose a man's head because it will make females uneasy, but a man with a slightly feminine feel to unsettle the males. Also the silhouette gives the impression of turning slightly away. Very clever.
