I am a semi-pro photographer and I hire my models through One Model Place. I think it is a safe place to advertise and it allows you to guard yourself. Your ad will allow you to state what kind of modelling you want to do and your experience.

In the beginning, you will need to get some portfolio work done. Try to have that done with someone who is likewise trying to break into the business. It can be a time for CD kind of deal. Be careful of agencies who charge lots of money. One Model Place has some good chatboards for models and advice.

I thoroughly recommend them.

A good portfolio will do a world of good. Get it done with a good commercial photographer who knows the business. You should register with as many talent agencies as you can.

One other important aspect is how you carry yourself. It's one thing to be another pretty face, but you have to know how to walk and carry yourself a certain way. You can't just clomp down a runway as if you were wearing combat boots. You should consider expanding your eduation in areas like dance, and drama. The more training you have the better.

Talent agents want some one with polish. You have to have a professional appearance, and demeanor. You have to have poise and charm. You can't be like everyone else. You have to stand out if you want to be noticed. It takes a lot of work that spans many long hours to get that right posture, that just right look, that superb walk.

If you don't list yourself with a talent agency, at least get an agent to represent you. You can not just walk in off the street and say "Here I am, I'm a model...somebody shoot me". Good luck to you.

Before you get started, Make sure that you have a healthy mind & body first...i will assure you the rest will follow. I know my answer seems to be far fetched but it's worth the try.
