Bass is the easiest instrument to learn. And if you are still in elementary school, you will not be asking much out of a bass guitarist. Just find a friend that wants to take it up, you can teach him riffs in no time.

find the worst guitar player...explain to him/her that there are 100000's of guitar players and so few bass players and that by sure numbers they will get the chance to play in more bands being a bass player.
Nobody really wants to play bass...but ...everybody wants to be in a band. Also being the easiest of the rock instruments, you may want to pick a friend that is cool and suggest they puck it up and join your band.
I once heard John Cougar Melloncamp say " more then the music, it's about the "Hang""...meaning, it is easier to create with people you can hang out with then great musicians you don't know.

The answer is...you don't. Trust me, rarely ull find a kid that young who plays guitar. I'm having trouble finding a bassist at my middle school. I would suggest putting a note on ur local guitar center's bulletin board or tape it outside there if u have permission.

give a mate with rythme a bass,
show them one, four, five and away you go,
watch them learn it shouldn't take long!
it will be fun to learn together,
bass players are always needed,
so keep them for life if you can,
they can only improve!

Ask people who you think would be a good fit in your band if they are a bassist..
