I think that would have to go to Consideration.
Just because it gives the opportunity for many voices to be heard.
I'm sure many would say Industrial because it is what has made this country so prosperous, however consideration is what makes our country so free.

I think the most important civic value America was founded on was letting the people choose.

America was founded on Independence and freedom, promised by the Declaration of Independence and fulfilled by the Constitution of the United States. And of the few rights that still remain in tact, one of them being the right to vote is not just the most important civic value, but also our greatest civic duty.
So please vote
Voting
Voting is not a chore
Nor a duty we should ignore
It's important for us all to have a say
On someone who decides how much or little we pay
We all must vote to do our share
On electing one who's honest and fair
For if someone bad, does get elected
You'll have yourself to blame, if voting you neglected

Freedom of religion. That is what the Puritans came here to accomplish. It has been true for everyone (even the slaves) since this country was settled.

Pursuit of happiness (but only for some people)
Equality (but only for some people)
All countries are like this, but the US is so gosh darned noisy about it.
