the idea of a photon as a "wave" creates a bit of a problem, because other waves of our aquantaince require a medium, air for sound, ocean for breakers.

a photon is one or more infinitesimally small objects, orbiting in perfect circles through 11 dimensions.

in the space dimensions, it makes a corkscrew path, if you could see a photon head on, it would look like a circle, but seen from the side, a corkscrew (helix) looks like a sine wave.

so, back to your question, photons are not really waves, thay are thingies. So no medium is necessary.

This is not a silly question, for many year scientists insisted there had to be some medium for the transmission of radio waves. They even had a name for it, the Eather or suchlike.

Radio waves are electromagnetic radiation and travel through a vacuum, or space(almost a vacuum) at the speed of light.
